The proposed development comprises a 4-bed detached house with a ground floor (internal) footprint of 57m². This is
smaller than the footprint of the nearest detached house (26 Sedley Close with a ground floor of 64m²), but larger than the
footprint of the retained semi (2 Hale Road with a ground floor just under 50m²).
The plot is located adjacent to 2 Hale Road, Cliffe Woods, Rochester, ME3 8HG as outlined in red on the front page.
The plot currently comprises an enclosed side garden area and extensive landscaped verge associated with the existing
semi-detached property. The brick wall enclosing the existing side garden will have to be demolished in order to facilitate the
Full planning permission has been granted by Medway Council for the construction of a 4-bedroom detached dwelling with
associated parking (ref MC/17/3623). Please note the following planning conditions:
Condition 5: A landscaping scheme must be submitted to, and approved by Medway Council. The Council
are happy for all existing trees/shrubs to be felled/removed, as long as 8 new trees are planted.
Condition 6: A 2m high brick wall must be constructed to enclose the new-build side garden, leaving sloping
grass verges fronting Sedley Close and Hale Road. A low retaining wall must be constructed on
the boundary between the new-build and 2 Hale Road due to level differences (0.5m to 1.0m).
A 2m high fence must be erected on top of the retaining wall between the north-east corner of
number 2 and the north-west corner of the retained rear garden.
S.106 / CIL CONTRIBUTIONS
A minimal S.106 contribution of £224 will need to be paid by the plot purchaser upon commencement of the development. The
development is not liable for any CIL charges.
The planning consent allows 1no. 4-bed detached house to be built adjacent to the existing property. The total GIA of the newbuild
will be 118m² (over two floors).
The existing semi benefits from 3 off-street parking spaces. An additional 2 parking spaces will need to be provided to serve
ADDITIONAL PURCHASER’S OBLIGATIONS
The successful plot purchaser will be required to undertake the following works to the existing semi-detached property (and
these works should be reflected/included in the offer price for the development plot):
Demolish existing boundary wall and remove part of the decking area to the rear/side of 2 Hale Road as necessary to
facilitate the new-build. Make good the retained decking area right up to new boundary wall and fence
Divert existing private storm sewer (average 1.5m deep) around the south-west corner of the new-build
Construct retaining wall on the boundary between the new-build and 2 Hale Road (0.5m to 1.0m level difference)
Erect 2m high fence on top of the retaining wall between the north-east corner of number 2 and the north-west corner of
the retained rear garden
Remove existing concrete parking area in front of 2 Hale Road and construct new block paved driveway (circa 60m²) to
match the new-build block paving
Make good any damage to 2 Hale Road as a result of the works including re-turfing, and making good decking and
paving slabs as necessary
Mains water, electricity, gas and BT connections are available in both Hale Road and Sedley Close. Surface water drainage is
available onsite with 3 manholes between 0.80m and 1.73m deep. Foul drainage is available onsite with 1 manhole 2.92m deep.
A foul sewer diversion has been agreed with Southern Water to facilitate the development. A performance deposit of £4,100
(the estimated cost of works) has already been paid. The plot purchaser will have to implement this sewer diversion
comprising 2 new manholes and 8m of 150mm diameter pipe at an average depth of 2.4m. A full set of services plans
including the agreed sewer diversion can be provided upon request.
METHOD OF SALE
The freehold development plot is being offered by way of Private Treaty. The development plot has been valued at £210,000
but all offers above £180,000 will be considered.
